Close to 100. Somewhere in the range of 94-97 it start's working again (at least for the "isolated" status and naval movement).

If a fort has 4 units and has all 4 destroyed, how long would it take to repair 1 (on the average) ??? Meaning how long would units receiving supply thru the fort be isolated ???

You need to get 50% damage to stop regular supply to the port. Then keep bombing it to keep it there. It will repair an amount each turn. But this does not stop supply totally. The area (i.e. Leningrad) will then use beach head supply. But if you force the defenders to retreat they will most likely surrender.

I pack those ports around Leningrad with AA and send the best fighters up there. This makes it an expensive business for the Hitlerites.

Odessa can be bombed to effect as can Sevastopol. When I used to play this game, I would start bombing Sevastopol well before I got there. It helped liquidate it more quickly. Historically, you should be able to bomb Leningrad, but do not do it; all you will accomplish is in losing lots of planes. Forget the fact, that historically early in the war, German bombers could easily evade the worthless Soviets planes.
