Naval Warfare

I attack a German battleship with a British battleship off Antwerp. The battleship unit is supposed to get a bous if it attacks. Why would the odds have been 3-8!?!?!?!?

Yes - I ran out of units on the Western Front - and completely on the Eastern. Well played!!
