Bases with Yellow Exclamation Marks

It's driving me crazy... can't find what it means. Any help would be appreciated.

Look in your game install folders. In the Manuals sub-folder you should find several pdfs. Read the Interface Addendum.pdf and the Pilot Management Addendum.pdf. They were issued in an early patch, and have crucial info not found elsewhere in the docs.
