Playing as the Entente player (or even as the Central Powers with regard to the Iron Ore convoys) will I receive the same number of PP (assuming none sunk) every game or is there a chance element here with regard to frequency of supply?

The supply is constant, every game the same.

While on the subject of merchant convoys & transports,why are they defenceless and so easy to destroy,all the other ship unit counters are deemed to be fleets with escorts be that cruisers ,destroyers is anyone guess,so surely the merchant ships should also be deemed to have escorts protecting them?[&:]
