I have a question about when units upgrade.

More specifically I have 2 chinese corps, both seems ready to upgrade to 43 units.

They are located in a city next to their HQ
The city has more then twice the supplies needed
there is around 2500 units in forcepool.
They are fully rested
They dont have problem with replacements at all, they just dont upgrade

On the downside. They are both around 50-60% strenght, do they need to be at 100% ?

well hope this is enough info as im currently playing a pbem game so dont really want to post picture unles I have to

No, they don't need to be 100% strength. Most likely the leaders have been failing their checks to get the upgrades done.
