A couple questions about aviation

1.How high can be achieved the experience of aircraft flying training missions?
2.What causes losses during the training missions, low experience, cause I see they are pretty high in the first turns 160-180 aircrafts and then decrease to about 80-75?
3. Can the airbased airgroups fly training missions or only those who stay in nat.reserve?
4.What does initiate flying training missions, aviation commanders skills, or something else?
5. Who is responsible for Nat.reserve Stavka and OkH? I mean refilling airgroups with new frames,repairing and flying training missions depends mostly from that one who is in charge in Stavka and OKH at that moment and from their skills?
