I am in August 28, 45, and still do not have any atomic bombs??? is this normal?? Is their some production I need to have on that I might not??

The build rate in stock scenario is one every 30 days (or so). It is random when it happens.
Open up the scenario you're playing with editor and see when device 213 is available and what its build rate is.
