I'm playing a 44 campaign on the axis side against a friend. He complaint that allways he sent a raid to Rumania, it allways bombed over Urinea Orion. It have happend a number of times. Also he have sent two raids over Daimler Benz Flufenmotoren Werke in Stuttgart and they have bombed Junker Jumo Jets instead. That doesn't look like a big trouble, but these two objectives aren't on the the map...
I know that Junker Jumo Jets is an offline EFAC, because it's shown in the Production screen. I suspect that Urinea Orion is also an offline Refinery (but I'm not sure).
I have started a 44 campaign human vs human against myself to try this issue...
I sent 4 recons at 6:00 AM over stuttgart, 2 to Daimler Benz FW, and 2 over Sindeflingen Flugmotoren Werke.
20 recons over refineries and other objectives in Rumania.
10 Bomber groups at 10:00 over Daimler Benz in Stutgart.
8 Bomber groups over different refineries in Rumania at 11:00
And 10 night bombers over Daimler Benz in Stutgart.
I played this turn 3 times and here are the results (the turn report):

1st
Recon over Stutgart: 4 of 4 over Junkers Jumo Jets
Recon over Rumania: 4 of 20 over Urinea Orion
Day bombing over Daimler Benz: 4 of 10 over Junkers Jumo Jets
Day bombing over Rumania: 2 of 8 over Urinea Orion
Night bombing over Daimler Benz: 0 of 10 over Junkers Jumo Jets

2nd
Recon over Stutgart: 2 of 4 over Junkers Jumo Jets
Recon over Rumania: 7 of 20 over Urinea Orion
Day bombing over Daimler Benz: 4 of 10 over Junkers Jumo Jets
Day bombing over Rumania: 1 of 8 over Urinea Orion
Night bombing over Daimler Benz: 0 of 10 over Junkers Jumo Jets

3rd
Recon over Stutgart: 3 of 4 over Junkers Jumo Jets
Recon over Rumania: 6 of 20 over Urinea Orion
Day bombing over Daimler Benz: 5 of 10 over Junkers Jumo Jets
Day bombing over Rumania: 2 of 8 over Urinea Orion
Night bombing over Daimler Benz: 0 of 10 over Junkers Jumo Jets

Conclusion:
I think that this is not a bug... It seems that offline factories targets are very confusing for the allied pilots, and they try to bomb them believing that they are their main targets...

Unirea Onion seems does not exist; there is (sice the start of '43 campaign)
only one factory whit name 'Unirea ***' and is this (no one come in the future

Urinea Orion doesn´t exist... and I'm playing now in April in the 44 Campaign...
But, it's similar to what it happend in Stuttgart, where it doesn´t exist Junker Jumo Jets EFAC, but in the production page you can see that it's an offline EFAC that comes into play in 200-300 turns. The problem is that I have no idea if it's an offline Refinerie or not, because I have not that info from the game menus, and I haven´t ever played this game to the very end (in fact it's my first long campaign) so I have not previous experience about it. That's why I think that a possible explanation is that Urinea Orion is an offline Refinerie. The other possible explanation is that this is a bug.
