oct 41, cant seem to form into div, what can it be that i do wrong?

You have to make sure they are straight rifle brigades, not cadet, naval, ski, or some other named type of brigade.

they are

Proper date (sometime in 1942), MPs left [?]?

Do they all have MPs left? Can you post a screen shot of the unit dialog box (over on the right). So that all three brigades are showing. It would help

Oops, sorry, I had not paid attention to the date: oct 1941. IIRC you only can merge in 1942. Too lazy to check the manual [:)]

From section 7.5.3.1 of the manual:

v1.03 Beta 2 - January 21, 2011
Naval Rifle Brigades may be used to create Rifle Corps.
Restricted Soviet Rifle brigades so they can’t merge into Rifle Divisions prior to May-1942.

I did read the manual

7.5.3.1. SOVIET BUILDUP AND BREAKDOWN AVAILABILITY
The Soviet ability to buildup or breakdown units is determined by date and type of unit as
follows:
Rifle Division (22 June 41): Two or more rifle brigades can buildup into a rifle division. Note
that Soviet rifle divisions may not breakdown into brigades. Naval brigades cannot buildup into
divisions. See below for buildup of airborne brigades.

But you have an addon text that differ from manual
