Total Casualties Method in the event logic

A method that retrieved total casualties and casualties against a country would be useful:
Total casualties might feed social unrest events. More complex, as casualties pass certain thresholds some units might get more expensive to create or reinforce. Even more complex, the upkeep cost thresholds might drop.
Casualties against a country could be used to determine whether Finland asks for an armistice in Winter War. As (I have repeatedly) mentioned, if desired, Finland can hold Vyborg for a looooong time.
