When Russia offered to surrender I refused and then went on to completely conquer the country. I own every hex. The defeat Russia star is still grayed out.
It's a small thing compared to other ways to improve the game but when you completely conquer Russia it'd be nice to see the star for the victory level at end game.

I've had that happen to me too. I think it's because there are some hexes on the eastern shore of the Caspian Sea that are unreachable by any means. Because of this, Russia can never lose those hexes, and therefore, will not surrender.
