As the American player in a multiplayer game in a grand campaign, on the August 7, 6am turn, I get two mortar barrages but I find I can't assign them anywhere on the battlefield, neither to a battle nor to interdiction. When I try to drag and drop the mortar icon, it moves but it does not stick. I am able to successfully assign two artillery barrages to interdiction. Is there something wrong with the mortar barrages? TIA

try right clicking on the unit and assign morter support that way

I have found that if I enter the map after nominating the support fire, on coming out of the map the support fire had disappeard.
