HQ buildup

I just started playing this game again after a bit of a hiatus and I've run into a problem: Can someone please explain to me what has happened to the HQ buildup button? It doesn't seem to be where it used to be, in the lower right part of the panel of the HQ unit display. I assume buildup is still allowed - i don't see anything in the patch notes to say otherwise.

Either
you're too far away from a railhead
you've not the necessary APs
you have moved your HQ in this turn

Thanks. My manual must be outdated because it doesn't mention the 20 MP limit.
