MINE LAYING?

Why Research Mine Laying capacity for the sake of an increase of a units Naval attack strength, without the ability of a unit to lay mines? It befuddles me that this attack strength for Laying Mines is employed way out on the oceans, but not a factor employed typically closer to enemy/friendly ports IMO.

Secondly; Why can't other ships benefit from laying mines besides Subs?

I may not understand clearly, but it probably is a abstracted ability, so if yuou research mine laying then your forces benifit..
or else Im all wet.. pun intended

Yes, your forces benifit with an attack value of 1, however, To me, the player does not have the ability to actually deploy mines. For instance I might want to protect a port from multiship attack, or aid in laying mines for blockading purposes which was common during WW1 defense.

This tech represents the ability of subs to lay mines. The more general minefields are represented as part of the home waters/port defence bonuses

If they have the ability to lay mines, why then do we not have the ability to deploy mines? Or get a defensive value added to subs that be in their own minefield, whereever they are on the map?
