Can't set system preferences

I've fiddled with my screen resolution as much as I can and I still can't figure out why it won't display the entire window for me to set system preferences. As it is, it won't allow me to save settings. I have to close the window from the desktop even.

DPI prefs set above 100%?
Turn Off Changes in Font Scale
If the "DPI Scaling" settings in Windows are larger or smaller than the default size, one or more of the pop-up screens in "Conflict of Heroes" may fail to display properly. To remedy this problem, find "Adjust font size (DPI)" or the "DPI Scaling Control Panel" in "Windows Control Panel" and set the DPI scaling to the default settings.

Yes, you may have to set your DPI preferences to 100%.
