Question on tactics

If Hitler had kept his Navy at port, away from the Allied ships, could the Kreigsmarine sink Stalin's ships close to Leningrad? Having done that, also if Hitler had 2-3 Marine divisions conscripted, and sent them to make an amphibious landing at Leningrad, could they have taken Leningrad, on the first day of Barbaross?

The Germans neither had the transport capability to land three divisions nor the combat ships to escort them in 1941. All the could hope to do was to keep the Soviet fleet bottled up in port by the threat of U Boats.

If they had managed to land a much smaller force near Leningrad on 22nd June 41 it would have been extremely difficult to supply, would have had few heavy weapons & in my opinion would have been lucky to last a week.
