Hopefully a fairly simple question, but how do you get them? The option is always greyed out. Is there a date specified for when you can have them, as a dozen PT boats right about now would make my day (in leau of 3 BB's 5 CA's and a few DD's) to help me with this bloody BB task force bearing down on New Guinea. Especially relevant considering the ineptude of my bombers who didn't even bother to engage them when they were well within range on a clear day before they bombed my harbour.

I was dreading I would get that reply, 12 PT baots to magically appear would have made my day
