basic questions

A couple of basic questions pertinent to forming strategy:


(1) Commanders may only be "attached" to certain units of their own nationality. Do their modifiers only apply to units of their nationality or to all allied units in range?


(2) Is there a list somewhere that details the modifiers applied to neutral entry? Example: I've won several times playing each side, but after umpteen complete games, the US has NEVER entered the war. What increases/decreases the chance/timing of US entry?

When playing as CP are you sinking convoys? Usually building up your # of subs and constantly attacking/sinking (Entente) convoys get's the USAs' attention.

The commanders have a zone they influence

I understand that commanders have a zone. What I'm asking is if they affect all allied units in that zone or just units of their own nationality.


Makes sense about u-boats affecting US entry. Hadn't really thought about it since they tend to get ignored in my games. Seems the PP are more effectively used on augmenting land forces. AI in my games never uses them either.

From what I've seen commanders affect only units of their own nationality.

The post above raises another question. Has anyone here found U-boats to be worth the expense?
