I am in the escort v-1/v-2 rockets but they never appear what am I supposed to do?

Try updating the game again with patch 1.13. Download it from one of these mirrors:
http://www.matrixgames.com/products/399/downloads/
Unzip the downloaded file. Run the extracted file to install the update.
