Having problems downloading

Since I first purchased Panzer Command: Ostfront, I lost the game when my computer crashed about six months ago. I tried downloading the newest version of this excellent simulation but it does not want to complete the download, crashes at two seconds remaining. I have all virus and pop-up protection turned off.
