If a base unit is able to draw from two active SEPs which one is chosen, e.g. the nearest, the one with most stocks etc.?

It depends and yes when I start saying this it means its going to get very complicated. There is a plethora of factors taken into account such as distance, stock on hand transport capacity throughput of the SEP, reachability, enemy firepower influence etc. There is a mile of code that deals with the allocation of bases to SEPs. Basically it works up a suitability value for each SEP and Base and then uses some heuristics to select the most suitable. So in some cases this will be the closest but at others it may not.
