We've been researching the colon.. you mean that's not what Colonization research is about?

So I've been researching oceanic colonization for the better part of my game. Nearly had it the first time when I had a major setback. No biggie I think, this happens, too bad its such an expensive tech. This time, at 99%, another setback, all the way to 40%! Its taking FOR-EV-ER.

Edit: Got up to mid 70s when it happened AGAIN. Down to 9% now. Anyone know anything about this? Why it happens.. is there something I can do? I am completely stalled on that entire research tree until I get oceanic colonization...

Edit 2: I'm playing a modded game as the Quarians from Mass Effect, so perhaps it would make sense that I am bad at colonizing. I also started right next to the Geth, which made for an interesting early game when they surprise attacked and destroyed my only shipyard. Their homeworld is assimilated back into my empire now though, and the geth are once again productive members of the Quarian society. Current enemies are a consortium of insect races and I'm expecting wars with the Quameno, who are growing large and are about to conquer my neighbors the Terrans, and the Keskudon, who have been embroiled in several wars, most notably with the Lipids, but they are also my neighbors and they hate me with a passion.
