Regime morale Poland

Not sure why this is so but in my current Polish scenario playing the Historical campaign Poland has a regime morale of 133 from turn 2 on I think, is that a card Poland can play or where does that come from?
Is it really necessary to have the regime base morale at 133 compared to Germany's 100?
There were sure I fighting spirit on the Polish side but so was it on the German side.
Besides that, can't they loose morale like the British do in Case Yellow by losing 1 point for every VP they loose?
I would recommend to equal the morale values, maybe to around 110-120 and let them loose 1 moral for every VP, Poland has cities with 40VP so we would end up with 70-80 on the regime morale level what seems OK to me.
