Is it fair that a pirate faction can raid you even if you have protection agreement?

Yet you can not attack them as they launch their assault pods because of the agreement?
Whats the point of the agreement then?

I think so, they are pirates, after all, not a conventional empire. And it adds to the tension.
The point is, not every pirate will do it.

I understand pirates will be pirates but if we play as pirates can we attack before canceling a protection agreement?

I certainly hope so mate, otherwise I will be as mad as you.

I'm not sure I understand the issue.
Do you mean that they're raiding your planet (or station) - one that is marked by your faction flag and colours - or that they're raiding a planet you control (ie: influence)?
If it's the latter, then technically they're not violating their agreement. They're not attacking
you. I think that agreement should extend to planets you're controlling with 100% influence or those you have a defense contract for. But in a strict non-aggression interpretation of your agreement with them, it's probably not a violation.
If it's the former, then I think you should save the game demonstrating the attack and upload it and enter a bug report in the tech support forum.
That said, I would like to know if it's WAD or not.

My home planet
Sounds to me like a bug. Bon voyage for your trip to the tech support forum!
*edit*
One question - did you still have the treaty listed as being in effect after they did that? If not, then they broke it and should be subject to the reputation penalty - in which case, it's fair play. On the other hand, if you
still have the agreement listed as being in place, then it's a legitimate bug imo.

Is it fair? No - It isn't supposed to be. They're pirates after all.
Should it break the protection agreement if they decide to attack you? Yes.

I have some planets with troops and space sport to defend it
I make an arrangement with a balanced pirate, I allow them to make a succesfull raid on my planets with 1 assault pod, they ignore my defence troops, spaceport and military ship

Game mechanic wise I think it should stop raiding as it stops them taking over you bases.

Yes it did break the agreement once they raided and stole all my resources from my home planet. Kinda annoying there is nothing I could do to stop this. But once they did this I could sign another protection agreement with them. Why in the world would I want to do that again?

Clearly a bug IMO. They even raid while having signed a defense mission for a particular planet, effectively failing their own missions. [8|]

Oh - Well in that case that is entirely WAD - Working as designed.
You're basically signing a contract with a band of mercenaries to protect your planet - They owe no loyalties to you. Who's to say
you won't break the deal at a later point and blow up
their bases?
Don't make more of it than it is - It's blackmail. As long as you are worth the income to them, you'll stay safe. Once you become a threat they'll obviously try to cull you and keep you on the ground. It's more profitable and safe for them.
