Fleets auto-retrofitting

I manually upgrade and retrofit my military and state ships and let the AI take over for bases and such. However, when my military ships are in a fleet, they will auto-retrofit when I approve retrofits via advisor suggestion. I've unchecked all the state ship boxes in the empire policy screen where it asks about auto upgrading and retrofitting and have specified that I don't want certain ship designs auto-retrofitting and upgrading in the designs screen. I've looked all over the place, but I can't find anything that will disable the fleets retrofitting after I approve an empire wide retrofit. Is there something I'm missing, or am I out of luck here?

Stop accepting that retrofit. It does what is advertised.
It is fast enough to do a selective retrofit by the ship list. In general I would not retrofit explorers unless they are close to home. If they explore the far reaches of the galaxy, they live on fuel from local sources, and sending them across the galaxy for a new shield is not the brightest idea, as far as I see it.

It's asking you if you want to retrofit all your bases and ships to the newest design, your telling them yes. So your fleet is going to return to your nearest base and retrofit. Just say no and manually upgrade your state bases, far as I know the way you have it set up your private sector will do it on their own without you saying yes. Saying yes only applies to your State run ships/bases.

Also in your design screens you will see two columns for design and retrofit that say automatic. You can set this on a class by class basis to manual. IF you don't want your military ships to auto-retrofit, then click the retrofit column for that ship and change it to manual.
