Were "coastal defense" ships any good?
for what I have read, their WW2 service was not too distinguished, although to be fair, most were very obsolete by 1939

Well, their role was not as much as warships, but basically mobile coastal artillery batteries. They were mainly meant to defence of Aland Islands. They'd get there, camouflage and act as coastal artillery. Aland Islands was demilitarized by old treaty, so there was no possibility to position coastal artillery there. Thus, these ships filled that void.
