What purpose does the vssver2.scc file in designTemplates serve?

I'm trying to create some smarter ship designs and I found a file called vssver2.scc that looks like a jumble of binary with some ship names in it. There's one in each race's folder, for example:
C:\Matrix Games\Distant Worlds\Customization\Better Ships\designTemplates\ackdarian\vssver2.scc
C:\Matrix Games\Distant Worlds\Customization\Better Ships\designTemplates\atuuk\vssver2.scc
And so on. Does it do anything, or is it a leftover file like thumbs.db?

vssver2.scc
Leftover file like thumbs. There used as a kind of index for when the data was written. Folks who can not see them do not have full access to the system there on as there a system file.
