Soviet Air power 7-17-41

I have one Su 2 with 54 ground kills (226 BBAP) and one with 70 (227 BPAP) in July 1941! How is a ground kill defined? I keep reading that Soviet Bombers should be just kept out in 41.
The Air commander in charge of the front has a rating of 4!
Is this possibly a bug? Is there a fundemental problem with how the axis has set up his aircraft?
