Error message about design names?

I got this error testing my modded game. It appears to be a problem with the design names file. All my modded races call for design names between 0 and 13, and the designs.txt file itself isn't touched by my mod. Any ideas? My best guess is that the game used up all the names available in the file, but from what I understand it should just re-use them if this happens. I was playing on a max size max star count game as a modded race with 25 other races in the game.
