If I make a change to a race's design template for any ship/base, is that new template used on the next loading of a saved game or must I start a new game to have it take effect?

Only to reload is enough. However, an update according to this tamp will be made only after new tech or if you mark old design obsolete.

Sorry for digging this one out, but I have another question and I don't think that's worth opening up a new thread:

Can you rearrange the component families without making the file unusable? I believe the components get sorted by this list, so rearranging them would probably be useful to build shields earlier etc.
