Bug when a supplied Battle Group is forced to disband

Supplied Battle Group attack map and forced to disband.
In accordance with a manual in which case (section 17.7 Disbanding):
"If a supplied Battle Group is forced to disband it loses 25% of its active roster."
However, after returning Batlle group that is written off 20% forcepool!!!?
I believe this is because the level of fuel as an indicator of supply. And fuel uses for strategic movement. But this BG anyway not "out of supply" and must save forcepool.
Need fix that bug.
