map painting

Greetings,
As the screen changes form one hex of action to the next hex of action, the program:
1. paints the left half of the screen with the hex of interest centered in the screen
2. paints all the base flags and dots across the whole screen
3. paints up the action, say recon of hex or patrol plane bombs sub.
4. paints a message under the hex of attention
5. pauses
6. paints the right half of the screen.
Is this just as it is or is there a cure for this behavior? I think that action 6 should follow action 1. I find it a bit annoying.
Thanks for listening.
