Trying to install Carriers at War on my computer and I get an error message - The version of this file is not compatible with the version of windows you're running. Check your computer's system information to see whether you need an x86 (32-bit) or x64 (64-bit) version of the program, and then contact the software publisher. The webpage shows that the game should be compatible with Windows 7 so is there something I need to do to make this game work? I tried to install it using admin mode and compatibility mode. Please help.

I am not certain this will be helpful, but I installed on Windows 7 running as an administrator.
If your first run did not work, go back to the original download and try again. If you are installing from a later download it may not work.
