Movement bug?

In china i have unit ordered to move few hexes south using major road.
Move arow show that unit is moving toward next hex with road. But instead in next turn i saw that unit move to different hex.
Maybe i do something wrong or or this is bug. Not know but just in case i posting that.
Game is version 1.7.11.23k, stock scenario 1, untouched stock map
