I assume it is best to have both one air (RAAF, USAAF, DAF)and one naval (RAN, USN, etc) in a major area base. Is there a significant value in having two of the same kind of baseforces in the same location such as two USN baseforces?

Not to my knowledge for WITP. You have air support and engineers who do what you'd expect. Naval support is based on port size, support ships and a repair yard. If you migrate to AE the answer changes.
