[Modding Question] Multiple questions regarding race and resource modding.

Hi all,
Newbie here. So I was wondering if it was possible to make all the races appear to be human, as well as the independent colonies and pirates...? If so how?
Edit: Going to explain this a bit further as well. So I can turn off the pirates which I will as the other factions might act as a sort of pirate faction anyway. So you can't seem to turn off the independent colonies, which is fine as long as I can make all independent colonies human like they were once part of the large human empire but that has fallen apart and now they just survive off the land and any traders that come through.
With the other factions you can have them all human and have different governments, but I was thinking of using the other AI for the other alien races so there is more variety but they still represent the human race, if that is possible.
Why you might wonder, well I basically want to play out the Foundation Trilogy by Isaac Asimov.
So another question is can you set certain factions to be already highly established in the galaxy but still at the starting technology? If so how?
Edit: Let me be more specific here. So I've tried the Old and Mature settings and basically the empire I wanted to be established is too spread out and needs to be concentrated around the core, basically the majority of the core should be under their control.
Again this is to play out the Foundation Trilogy.
One last question for now that I can think of. Can you mod the resources to all have names of known human resources basically? If so how?
Oh and another new question, besides using the Game Editor to place more systems. Is there a way to generate a larger galaxy with over 1400 systems as currently the galaxy isn't large enough...(Trying to push it and see how it goes hardware will not be a limitation, well I doubt it)?
