Why there is NO Game Manual/Rule Book PDF file in the "Pacific War" free download???
The "War in Russia" free download has a complete Game Manual/Rule Book PDF file.

LST used to have a great website for extra Pacwar goodies, but it appears the site no longer exists. I think the file you want is "PacWarDocs.zip". Send me a PM and I could email it to you.

I tried to post the link to Internet Archive Wayback Machine page of LST's PacWar site,
then this message showed:
