How Combat Detail Stats work?

I have a lot of confusion and... i'm not sure... [:(]
How does exactly work "Pow", "Powdef" in Combat Detail Stats?
ex.: Rifle (Infantry) vs. Infantry = POW 13 / POWDEF 26
Rifle (Infantry) vs. Armour = POW 60 / POWDEF 60
A Rifle units is more effective vs an Armour unit?? Maybe I'm wrong...

Armor units without supporting combat arms are vulnerable to infantry attack, especially in rough terrain types (forest, cities, etc).

Ok! ...but I don't understand the difference between the two cases.
Which one is correct?
I have to design a new scenario (Ancient Rome) with new SFType Group: Hvy Inf,Lgt Inf, Chariot, Archer (etc...)and I need to understand how the engine works... but i'm little confused! (Vic... help!!!)

have you read the "Gold Strategy Guide" yet?. You must read it.
What about the HP (health points)?, You shouldn´t forget it.
Don´t forget the landscape stats.
ex.: Rifle (Infantry) vs. Infantry = POW 13 / POWDEF 26,
you need to attack at 2:1 odds if the enemy is not entrenched.(let´s see Gold Strategy Guide)
(13x2=26 (attacker) = 26 (defender, ENT=0)), you might win.
HP attacker = 100..............HP defender = 100 (same).
Rifle (Infantry) vs. Armour = POW 60 / POWDEF 60
you need to attack at 1:1 odds if the enemy in not entrenched.
(60 (attacker) = 60 (defender, ENT=0)), you might win.
HP attacker = 100..............HP defender = 100 (same).
You must use infantry (no tanks)to defend your cities vs infantry.
When Tanks attack
ex.: light tank vs. Infantry = POW 1300 / POWDEF 640,
If you attack with a light tank (1300 (attacker) > 640 (defender, ENT=0)), you might win easily
HP attacker = 3000.......HP defender = 1800. light tank has more (HP)than infantry. tank resist more hit than infantry
Don´t forget the landscape stats.
PLAINS
You must use tanks vs. infantry
URBAN
(-50% urban) (let´s see landscape stats)
