I am playing the Iron man scenario and the kate bombers refuse to attack Pearl with torpedos most of the time in the first strike. Ive checked everything, Ive tried changing target type and verified using torpedos. what is going on???

The use of torpedoes is random in the Pearl Harbor attack. On very rare occasions, all of your Kate groups will use them. On similarly rare occasions, none of the Kates use them. If you're playing an AI game, you'll get the same results if you run the turn over and over again (mostly), because the AI will do the same thing over and over again. If all you want is the chance for more torpedoes, you have several choices. 1. Make significant changes to your own orders, including moving subs, changing altitudes on you strike packages, creating additional TFs, etc. or 2. Load the game as Head to Head and make significant changes to the Allies (same thing, including subs, air units, etc.) 3. Not worth doing in an AI game unless you really want to see how badly you can beat the computer opponent on day one, but start the game from scratch. You'll get a new random number generated to start the game, which will give you different results at PH (and everywhere else you attack.) If you really wanted to, you could just keep re-starting until all of your Kates used torpedoes. This might take a long time, but it's possible.

Bottom line, if it's really bothering you, then change some settings. If that doesn't help enough, then try a restart in a new game. Lastly, if you're playing Ironman, presumably you're looking for a challenge. If that's the case, just let it go. You'll still damage most of the BBs without torpedoes and the AI can use all the help it can get if you want a fun game in the long run.

I also notice that land base aircraft will often ignore targets, I had a Kate unit at Ominato, ignore an allied task force just across the straights.
