Looking at the "ship reinforcement" page, it doesn't say how much delivery would be brought forward or how much it would cost. Is there a giude to that somewhere?

Secondly, does this interact with the shipbuilding yards, in terms of capacity? That is, if I expand military shipbuilding would that speed up delivery of military ships. And if I use the advance delivery option, would that slow down other deliveries?

OK, thanks. Clear as clear can be and yet more proof that this game is so deep it is obviously impossible to write a manual for it.
