In the target selection box, lower left. When I select a planet that is displaying several resource shortages, and/or has been recently raided the bottom of the windows display gets pushed off window.
The is especially relevant in cases like recently where the advisors suggested I attack a pirate base on a world. When I asked to view target first I couldn't see what if any troops, facilities were present.

Agreed, happens more often with planets who have ruins, or scenery
