Just starting to go through the map for turn one of the campaign game I found that on some of the bases there is either a red or yellow exclamation symbol. I have looked through the game manual and have not found what this means? Hints? Thanks.

Simply put, Red is lacking supply, Yellow is in need of supply. There are more details someone will post, put thats the gist of it.

Open the Manuals sub-folder. Read the Interface Addemdum.pdf
It was put there in an early patch. Also the Pilots Addendum.pdf but I believe some of that one was rescinded by an even later patch, specifically the Allied training groups feature.

Yellow if I recall is less than double the basic need (a one month supply for the base) and red is less than a one month supply!

Red ! is also used noting VP loss from lack of big enough garrison.

Think of the red and yellow as traffic signals. Yellow is Caution, supply getting low. Red is seriously low. Sardaukar is also correct. Red exclamation point will also indicate that the garrison, or lack thereof, is below that required. You need to station troops with an Assault Value (AV) Equal to the Garrison level required. On some, you can get away with being within 2 points of the Garrison level.
It drove me nuts my first game, too. [:D]
