some game mysteries

in a recent game which we have now restarted after the first 20 days (opponent's KB stranded itself out of fuel), I had a few issues I did not understand. I would appreciated any insight.
1) was seeking to evacuate a US Baseforce in the PP (Cebu?). After reassigning it to SWPac, some subs were able to load increments, others could not (lots of AvSup and Support there). Other than cargo capacity and some were Dutch KV, O classs, S class, and Fleet boats; is there a explanation why some could not load troops after changing mission from Patrol to Transport?
2) AVG/A in china was down to 9 planes but would not accept any of the available replacements. Failed in Changsa, then in Chungking, then in Ledo (HQ change to SEAsia). Once transferred yet again to Calcutta, then it added the 10 available replacements and pilots. Chungking and Calcutta had lots of supply (about 15k) but I spent 4 days or transfers in the unintended experiement, putting this group out of action.
