Scenario building

CAn I use the 1979-present DB and make a scenario set in 2014 with both the J-35 and the Su-15(actually retired -93)but I would guess in the same DB? Because I want to reinstate the Su-15:)

You can. Nothing really keeps you from introducing a unit at a different date as long as it in the database you're using to create the scenario.
