Suspend Habeas Corpus

I selected the option "Suspend Habeas Corpus" and attempted to
apply it to Alexandria, VA. The area was green indicating that
the option was valid. I had some loyalty left (I don't recall
exactly how much, but on the following turn I had 20% there) and
100% military control.
On the following turn, late July '61, I received an event message
stating that 'the decision: Suspend Habaas Corpus is not valid:
Your loyalty is not within the limits of the decision'.
Given that the area was initially green at the time of the selection
this seems like a bug to me. Of course it is quite likely that
I don't understand the mechanic correctly.

Yes, read the decision parameters which do not fully match the green light. What you observed is also true of the Roman games of Ageod. You will be eligible to play the option, but you are actually missing some criteria, control, money, EP and such to implement the option. So the attempt misfires.

It is an ok factor in how the game plays. What is happening is you are being allowed to play the option, but at the end of the turn you are missing some criteria.
My suggestion, read the conditions very carefully to help you save the needed resources or capture the needed resources.

If the region is green at the moment where you drop the card, then all conditions are ok, the code would not work otherwise. Now, if a parameter is just borderline (say you need 20% control and you are just at 20), then it may happen that something or someone screw the value by a tiny point and so the decision becomes non valid...

Rest assured though that an invalid decision don't spend any of your resources.
