Does this option work? If so how?

In the tutorial I launch F14s with this option ticked and waypoints to fly just near my airbase, yet they fly all the way down to the enemy sams and circle over them.

It works only if your units have longer range weapons than your opponent

My understanding based on what the manual says is that standoff only applies when using longer range weapons than your target. Your fighters aren't targeting the SAMs so the standoff command isn't coming into play in regards to them.
