Yes, download the update installer, then run the update installer and the it will walk you through the rest.

Can just use the Check for updates on the launcher too

Is there really a need to re-install Direct X and .net framework again from the patch installer?

In order to be safe, I think you should. Windows should bypass at least Dx, if you are current.
