I've noticed in two games that the Emancipation Proclamation by the Union does not lower international intervention level. Selected emancipation on the turn the option appears (highest option level). The roll-over text has something like "*.*" instead of a number? And, in the message box turn after, there's a dash ( - ) in place of a number.

This did work correctly before the latest update.

Ignore the man behind the curtain... sorry, the reduction took a few turns to appear. Doh... I guess politics then took as long to make decisions as they do now!
