Build 442.

In my recent mission, my side EMCON preference keeps resetting to passive. What can be causing this? I noticed this happening when I add / delete naval strike missions.

Yes, I have seen this too. both in the original version and the new patched one.
I believe it happens with mission editor, but don't know exactly when.
