Training Officer characteristic

The Training Officer Characteristic for Gen. Halleck states that he can 'train up to two regiments of conscripts to regulars' per turn. Are conscripts the same as militia?
Militia go to Regulars and skip conscirpts.
Conscripts go to Regulars.
For training purposes, they both go to regular.
